HDB revealed that starting in 2024, there would only be three Build-To-Order (BTO) sales launches a year as opposed to four, and that the Sale of Balance Flats (SBF) exercise will only take place once a year as opposed to twice. The SBF will take place in February, and the BTO launches are scheduled for February, June, and October.
The most recent modification was made after HDB revealed that it finished 23 projects totaling over 21,400 apartments last year, the most since 2018. It also said that the number of applications from first-time buyers has been falling for all kinds of apartments, with 1.9 in 2023 compared to 3.7 in 2019.
Your monthly family income must not be more than a certain amount, depending on the kind of flat:

How to Apply for your BTO Flat?
You typically have seven days from the time the BTO apartment is released to make an application.
It is not as simple as clicking a button at this point. Along with your details, you will also need to provide details like your employment, monthly family income, and evidence of status. Additionally, there is a $10 application fee.
You may only apply for one flat type at a time for each launch. Thus, spend some time thinking about areas that could be less sought-after but might increase your chances of obtaining your apartment. Buying a Build-To-Order (BTO) Llat Eligibility

Verifying your eligibility should be your first step. Make sure you and your co-applicant are eligible for an HDB BTO apartment before applying for one since various BTOs have different requirements. - Citizenship: The BTO requires that at least one applicant be a citizen of Singapore AND that at least one additional applicant, if any, be a citizen or permanent resident of Singapore.
- Income Ceiling: At the moment, a BTO apartment’s income cap is $14,000. If we’re asking for a three-generation flat, this amount might increase to $21,000 for the extended family/multi-generation family income cap.
- Age: When we apply, we have to be at least 21 years old.
- Property Ownership: We will not be able to apply for a new BTO property if we presently own other residential properties, either locally or abroad, or if we have sold them within the last 30 months.
What happens if I reject my BTO?
To guarantee effective flat allocation, HDB will tighten the regulations for the non-selection of flats starting with the August 2023 BTO process.
If first-time applicants, including FT(PMC), do not choose a flat, they will forfeit their first-timer rights and be considered second-timers in the BTO ballot for a year (i.e., one count of non-selection). The first-timer preference would have been suspended for a year if a candidate turned down two opportunities to reserve an apartment.
During this year, you may still apply for an HDB BTO apartment, but you won’t be able to use your first-timer rights. Second-time applicants will have to wait a year before reapplying for a flat if they cannot secure one (i.e., obtain a non-selection count). This is once more less than the two counts of non-selection that are in place.
